The San Joaquin County Sheriff’s Foundation supports many different units in our Sheriff’s Department. These are some of the areas your support goes to in our law enforcement community.
A.G.N.E.T.
AGNET is a specialized unit that deals with all crimes related to Agriculture, Gangs, Narcotics, and Property. AGNET Deputies generally work in a plain-clothed capacity. In addition to the regular responsibilities, AGNET is called upon to conduct special operations for other divisions as well.

Boating Safety
Boating Safety is a specialized unit of the San Joaquin County Sheriff’s Office, providing law enforcement services to boaters, fishermen, and residents living on over 700 miles of Delta waterways and riverways. The Deputies are trained in water and boating safety, water search and rescue, and recognizing the signs of boating under the influence (BUI). They operate regularly throughout the year, with extended nightly hours during peak boating season months. The Boating Safety Unit works with a fleet of eleven boats, all varied for specific needs on the water. There are seven deputies and one sergeant assigned to the team.

Chaplaincy
The sheriff’s chaplaincy was developed to fill the gap for our law enforcement family and the communities we serve. The daily issues that arise can cause many different reactions in a person’s life. That’s where our chaplains offer many different coping methods, such as prayer and counseling.

Crisis Negotiations Team
The Crisis Negotiations Team is a specialized unit that deals with negotiating critical situations to a peaceful resolution. This team is comprised of skilled verbal communicators who may be utilized to attempt to de-escalate and effect surrender in critical situations where suspects have taken hostages barricaded themselves, or have suicidal tendencies. CNT works hand in hand with the SWAT team.

Custody Emergency Response Team (CERT)
The purpose of the Custody Emergency Response Team (CERT) is to enhance the security and safety of the San Joaquin County Sheriff’s Office Jail Facility operations while limiting the liability of the County by providing highly trained Operators to respond to various emergencies and security threats. Threats include but are not limited to emergencies and critical incidents such as fire, hazards, escape attempts, combative inmates, cell extractions, high-risk inmate transport, riot control, and reacquiring control of areas of the jail that have been taken over by inmates.
The use of the CERT Team may become necessary and justifiable in situations of control, protection of others, protection of inmates, and the protection of property when lesser means of resolving a situation have failed or are impracticable.

Dispatch
San Joaquin County Sheriff’s Office Dispatch Center is a public safety answering point. Which, in essence, is a call center where emergency calls for service are answered by dispatchers. Dispatchers are primarily responsible for receiving emergency and service-related telephone calls. Employees work on rotating 12-hour shifts on a twenty-four-hour basis, seven days a week. Dispatchers receive, evaluate, and prioritize an average of 4,329 9-1-1- calls per month.
This challenging job requires staff to evaluate the urgency and seriousness of the problem and direct appropriate resources to respond. Oftentimes, dispatchers inform callers of lifesaving procedures until help arrives. Our dispatchers are vital to the Sheriff’s Office and San Joaquin County’s citizens.

Explorers
The San Joaquin County Sheriff Explorer Post 1850 is a program that offers young people the opportunity to develop career skills, including personal growth, character development, self-esteem, respect, and customer service. The Explorers participate in first aid training techniques, office skills, and community service events. They further participate in physical agility training, professional orientation, arrest and control techniques, and crime scene investigation. The Explorer Management accepts applications from young men and women age 14 through 18 and in high school. Today’s Explorers often become future First Responders, evidence experts, attorneys, and other professionals in the judicial process.

Explosive Ordinance Detail (EOD)
The Sheriff’s Office Explosive Ordinance Detail (EOD) unit is comprised of a small group of highly trained individuals who are responsible for responding to situations dealing with explosives. These Deputies are responsible for the safe disposal of explosives as well as the reconstruction and investigations of devices that detonated prior to law enforcement’s arrival.

Historical Preservation Unit
This unit was established in 1992 as a part of the San Joaquin County Sheriff’s Foundation. The Historical Preservation Unit consists of the Sheriff’s Office Historian and a five to seven-member Historical Preservation Committee. The unit has four major functions. First, to collect and preserve historical artifacts and documents related to the Sheriff’s Office. Second, to write and publish important historical information and photos connected to the development of the Sheriff’s Office. Third, to conduct classes and seminars with a focus on the history of the Sheriff’s Office and the development of local public safety in general. The fourth function is a community outreach program which consists of exhibiting and maintaining historical material reflecting the past and present of the Sheriff’s Office.

Honor Guard
The San Joaquin County Sheriff’s Department Honor Guard, our standards of conduct and level of professionalism must be above reproach, for we represent all others in our service. We will honor their memory by wearing the uniform properly and proudly. We are constantly driven to excel by a deep devotion to duty and a strong sense of dedication. We represent every member, past and present, of the San Joaquin County Sheriff’s Department.
We attend memorials, funerals, hiring/promotion ceremonies, flag posting/presentations, and other various community events.

K9
The San Joaquin County Sheriff’s Office K9 Unit consists of 12 Deputy Handlers and their 12 K9 partners. All 12 Deputy Handlers and their partners work on Patrol and are assigned to the various Patrol Teams, which consist of Dayshift, Swing Shift, and Graveyard. Our K9s are mainly used for apprehension purposes; however, we have recently sent two of our canines to be trained as dual-purpose canines for both apprehension and narcotics detection.

Mounted Patrol Unit
The San Joaquin County Sheriff’s Mounted Patrol Unit is made up of Deputies who carry out various details in the community ranging from direct crime suppression patrol, crowd management, and search and rescue missions to parade routes, rodeo, and other perimeter patrol and ceremonial duties including law enforcement memorials. The Mounted Patrol Unit members own, train and care for their own horses and attend annual, rigorous qualification training, as well as bi-monthly local team preparation and education training. As needed, the Mounted Unit will offer mutual aid to other law enforcement agencies to increase their presence or to fill in for agencies that do not deploy a mounted team.

S.T.A.R.S.
The Sheriff’s Team of Active Retired Seniors (S.T.A.R.S) is a group of volunteers, age 50 and up, who lend their time to serve the Sheriff’s Office and the community for the promotion of crime prevention. STARS work in the field doing patrol, traffic support, school checks, vacation checks, and community education. They also operate Mobile Law Enforcement Command (MLEC) operations to support the Sheriff’s patrol, investigations, and coroner’s divisions. Our STARS participate in Technical Service, investigations, custody, fingerprinting, and other clerical roles within the office.

SWAT
The Sheriff’s Office SWAT team is comprised of a select group of Deputies who are trained in specialized tactics. The SWAT team is responsible for serving high-risk search warrants, dignitary protection details, responding to critical situations that exceed patrols’ capabilities, and various other tasks that require specialty trained personnel. SWAT regularly participates in community outreach such as school presentations and charity fundraising events. In addition, our agency hosts an annual two day training/competition in honor of Dighton Lewis Little, a SWAT operator who was killed in the line of duty on October 20, 1989, and is designed to provide essential scenario-based training coupled with live fire and physical challenges. This year’s competition will be held on October 16, 2024 – October 17, 2024.
